Committee must examine standards from other jurisdictions, national standard-setting bodies, and gather input from interested stakeholders on equipment, security, and technological needs

Requires a detailed written report by December 1, 2027 outlining all operational and statutory changes, cost estimates for capital outlay, operating expenses, staffing needs, and implementation timelines

Committee must begin work by September 15, 2026, will be abolished December 31, 2027, and the entire Code section automatically repeals January 1, 2028
