Department of Education must publish federal guidance documents on a dedicated, searchable webpage within 15 calendar days of receiving them, and must post a written response within 45 calendar days identifying applicable statutes, implementation plans, and any objections filed with federal agencies.

"Guidance document" is defined broadly to include advisories, bulletins, circulars, directives, memoranda, policy statements, press releases, and materials in any format including audio, video, and software applications—excluding formal rules promulgated under federal Administrative Procedure Act requirements.

Rescinded federal guidance documents must be clearly marked as rescinded within 15 calendar days and maintained on a separate list with rescission dates.

State School Superintendent must provide annual written notice by August 1 to designated House and Senate committees, the Office of Legislative Counsel, and budget offices with links to the webpage, lists of all guidance documents, written responses, and related State Board rules.

State Board of Education is authorized to adopt rules to implement these requirements.
