Creates the Office of Constituent Services to provide centralized resources and support for General Assembly caucuses and delegations, with a director selected by the Legislative Services Committee at the start of each odd-numbered year and full operations required by July 1, 2027.

Provides each General Assembly member a $7,000 expense allowance at the beginning of their term for office expenses, with mandatory record-keeping and annual audits by the State Ethics Commission.

Authorizes each member to direct up to $1,000 annually toward delegation-wide constituent services offices, with funds poolable among delegations.

Requires the Office of Constituent Services to implement technology for correspondence, case management, and data analytics, and to develop training programs and standardized procedures for constituent engagement.

Mandates annual public reports by January 31 from both individual members detailing fund usage and from the Office summarizing activities, training outcomes, and constituent impact metrics.
