Creates a new felony offense of "obstruction of a law enforcement officer with a motor vehicle" under Georgia Code Section 16-10-24.5

Offense occurs when a person knowingly uses a moving or stationary motor vehicle to obstruct, hinder, block, or interfere with any federal, state, or local law enforcement officer performing official duties

Punishment includes a fine of up to $100,000 and imprisonment of 1 to 5 years

"Motor vehicle" is defined by reference to existing Georgia Code Section 40-1-1
