Establishes a four-year review cycle for all Georgia agency rules, beginning in 2027, with the Office of Planning and Budget publishing the review schedule by July 1, 2026

Agency rules automatically expire on December 31 of their review year unless continued or repromulgated; agencies that reduce their rules, regulatory requirements, and word count by 10% or more earn a two-year postponement of their next review

Requires agencies to complete a written analysis by September 1 of their review year documenting total rules, regulatory requirements, word count, private sector compliance costs, and authorizing statutes

Mandates public notice by March 1 and at least two public hearings by July 1 of the review year to gather input on the impact, cost, and effectiveness of agency rules

Prohibits any continued or repromulgated rule from increasing regulatory burden or costs beyond current levels
