Establishes two new categories of consumer fireworks sales locations: "permanent consumer fireworks retail sales facility" and "temporary consumer fireworks retail sales facility," both defined under NFPA 1124 standards, excluding tents, canopies, or membrane structures

Allows Georgia-based distributors operating at least two permanent licensed locations to operate up to three temporary retail sales facility tents; non-Georgia distributors must operate at least ten permanent locations to qualify

Requires temporary consumer fireworks retail sales facilities to be located more than one mile from any permanent consumer fireworks retail facility that primarily sells fireworks to the public

Sets license fee at $500 per location for temporary consumer fireworks retail sales facilities, with licenses expiring January 31 following issuance and requiring fire department approval within 30 days of application

Removes the enhanced $5,000 penalty and two-year license revocation provision for selling consumer fireworks from tents, canopies, or membrane structures, leaving only the standard $2,500 per-violation penalty
