Prohibits pawnbrokers from conducting motor vehicle title pawn transactions with "covered borrowers" as defined under federal regulation 32 C.F.R. Section 232.3, which includes active duty military members and their dependents

Establishes a civil penalty of four times the principal amount advanced for pawnbrokers who knowingly violate the prohibition

Authorizes the Attorney General or any district attorney to bring civil actions to recover penalties in any court of competent jurisdiction

Amends Code Section 44-12-137 of the Official Code of Georgia Annotated relating to pawnbroker prohibited acts and penalties
