Establishes the Happy Highways Grant Program by July 1, 2027 to award one-time grants to counties for roadside beautification and tourism promotion through murals along the state highway system.

Caps grant awards at $150,000 per mural, with each county authorized to erect up to two murals on bridges, overpasses, or freestanding signs within 660 feet of the highway right of way.

Requires mural content to focus on expressions of the county's culture, values, or history while complying with existing outdoor advertising regulations.

Effectiveness is contingent on appropriations by the General Assembly; the Act automatically repeals on December 31, 2026 if no funding is appropriated before that date.
