Transfers authority for certifying and selecting Georgia's statewide voting equipment from the Secretary of State to the State Election Board, effective January 1, 2027

Replaces electronic ballot marking devices and ballot scanners with hand-marked paper ballots that must be tabulated through publicly recorded hand counts at polling places where ballots were cast

Requires electronic ballot marking devices to remain available only for voters with disabilities who cannot use hand-marked paper ballots

Mandates all voting equipment be procured from American-owned corporations, manufactured entirely in America, developed and maintained by American citizens, and incapable of remote access

Requires digital scanning of all absentee ballots at minimum 600 dots per inch resolution, with scans publicly posted and maintained
