Mandates a half-credit financial literacy course for high school graduation, expanded to allow completion in grades 9-12 (previously grades 11-12), with required content on gambling risks including probability, addiction, and evaluating gambling advertising.

Prohibits public schools from partnering with, accepting donations from, or using instructional materials from any individual or entity that operates gambling enterprises.

Requires the Department of Education to publish annual reports assessing online safety education efforts and to develop model programs addressing social media effects, AI use, cyberbullying, and human trafficking awareness.
