Creates a new criminal offense for unlawful possession of machine gun parts, punishable by 1 to 5 years imprisonment

Defines "parts of a machine gun" to include: the frame or receiver, any parts designed for converting a pistol into a machine gun, or any combination of parts from which a machine gun can be assembled

Expands the definition of "machine gun" to include weapons that can be "readily converted to shoot" automatically and lowers the threshold from more than six shots to more than one shot per trigger function

Defines "possession" broadly to include manufacturing, obtaining, receiving, selling, offering for sale, or using machine gun parts

Exempts manufacturers licensed under the federal Gun Control Act of 1968 and National Firearms Act who are acting in accordance with those laws
