Amends O.C.G.A. § 17-4-40 to add "personal service" as an explicit method for notifying a person whose arrest is sought about a warrant application hearing, alongside other judge-approved notification methods.

Amends O.C.G.A. § 17-4-41 to clarify that accused persons shall be informed of specific charges and pertinent particulars "by personal service."

Applies to warrant procedures involving law enforcement officers, DFCS case managers, school teachers, and administrators.

Notification must include the date, time, and location of the warrant application hearing.
