Renames the Spalding County Water and Sewerage Facilities Authority to the "Spalding County Water Authority" and amends the original 1982 enabling legislation.

Changes member terms from six years to four-year staggered terms beginning January 1, 2027, with eight members appointed by the Spalding County governing body and the ninth being the county commission chairperson or designee.

Sets member compensation at no less than $150 per regular monthly meeting and $25 per approved committee meeting, with the board chair receiving at least $200 per month; total compensation capped at 20% of the lowest-paid Spalding County Commissioner's salary.

Grants the authority broad powers to operate water and sewer systems, set and collect rates and fees, issue executions for past-due amounts, impose civil penalties up to $1,000 per day for pretreatment violations, and place liens on property with the same priority as unpaid ad valorem taxes.

Authorizes enforcement through hearings, stop-work orders, permit revocation, and injunctive relief, with judicial review in Spalding County Superior Court under Georgia Administrative Procedure Act requirements.
