Establishes a pilot program to expand Georgia's Pre-K Program to three-year-old children (those turning 3 by September 1), with implementation required no later than July 1, 2027, subject to appropriations

Pilot program must follow all current Georgia Pre-K requirements and provide similar services, with modifications as deemed age-appropriate by the department for three-year-olds

Requires annual reporting to the Governor, Senate President, House Speaker, and education committee chairs by December 1 following each fiscal year funds are appropriated

Funding intended to come entirely from the Lottery for Education Account, consistent with the existing voluntary Pre-K Program

Pilot program automatically sunsets on July 1, 2032
