Establishes a grant program through the Department of Early Care and Learning to supplement reimbursement rates for childcare providers participating in the Childcare and Parent Services (CAPS) program

Grant amounts equal the "rate differential" (gap between provider's published rate and state reimbursement rate) plus the family fee for each child in CAPS

Grants are paid directly to childcare providers in the same manner as existing CAPS payments

If appropriated funds are insufficient to cover all eligible children, priority goes to families with highest financial need based on annual income, family size, and share of childcare costs

Effectiveness is contingent upon specific appropriation of funds by the General Assembly
