Expands Medicaid eligibility to adults ages 19-64 with income at or below 138% of the federal poverty level who are U.S. citizens or qualified aliens and meet community engagement requirements under Section 71119 of the Working Family Tax Cuts Act of 2025

Requires the Department of Community Health to submit a Section 1115 waiver request to the federal Centers for Medicare and Medicaid Services by December 31, 2026, to implement the expansion through Medicaid managed care plans

Mandates annual reporting to the General Assembly by December 31 on enrollment numbers, state costs incurred, estimated future implementation costs, and cost control recommendations

Authorizes the Department of Community Health to promulgate rules and regulations necessary to implement the expansion program

Serves as legislative notification and approval required under Code Sections 49-4-142.1 and 49-4-142.2 for Medicaid program changes
