Amends Georgia Code Section 40-6-74 to require motor vehicle operators to yield, move to the right-hand edge of the roadway, and stop when approached by an authorized emergency vehicle using audible and visual signals

Adds new provisions specifically for law enforcement traffic stops, requiring operators to immediately move to the right-hand curb without impeding traffic flow and remain stopped until directed otherwise by the officer

Allows drivers to continue to a reasonably safe location before stopping during a traffic stop if the immediate location is unsafe, provided they display flashing lights or turn signal and observe the maximum posted speed limit

Removes existing subsection (e) from Code Section 40-8-91 that previously allowed motorists to continue driving to a safe location, consolidating safe-stop provisions into the amended Section 40-6-74

Retains provision that an otherwise lawful arrest shall not be invalidated by failure to comply with the safe-stop requirements
