GA HB1178

Creates the Budget and Fiscal Affairs Oversight Committee comprising 19 House members, including the House Appropriations Committee chairperson, with members selected within 10 days of each odd-numbered year General Assembly session.

Committee may meet up to 9 times per year between sessions, with the chairperson appointed by the Speaker of the House.

Requires the committee to review state and department strategic plans, monitor receipts and expenditures not covered by appropriations acts, and evaluate state liabilities.

Authorizes the committee to request performance audits of any state or local governmental entity receiving state funding, with audits conducted by third-party auditors and paid from House appropriations.

Grants power to summon elected officials, state employees, county commissioners, county managers, and school superintendents to address committee findings, subject to Speaker approval.
