Applicants inheriting a vehicle previously registered in another state must submit the last certificate of title issued by that state to the decedent owner when applying for a Georgia title

Applications for inherited out-of-state vehicles must also include documentation required under Code Section 40-3-34, such as a certified copy of a will, letters of administration, or specific affidavits

Clarifies that when a vehicle is transferred through inheritance, devise, or bequest, the required "last certificate of title" must be one that was issued to the decedent (not a subsequent owner)

Amends O.C.G.A. § 40-3-21 (first certificate of title applications) and § 40-3-34 (transfer of vehicle by operation of law)
