Prohibits applying or distributing soil amendments on sites subject to consent orders, enforcement actions, or ongoing investigations by the Georgia Department of Agriculture or Environmental Protection Division related to surface water, groundwater, or soil contamination, once the department issues a cease notification

Requires storage of soil amendments derived from industrial by-products to be at least 100 feet from any property line

Prohibits loading or unloading soil amendments derived from industrial by-products on public roads

Defines "site" for enforcement purposes as the location identified in the nutrient management plan submitted to the department

Retains existing violations including distributing unregistered, unlabeled, misbranded, or adulterated soil amendments, and failing to comply with stop sale orders or submit semiannual reports
