Expands the list of military medal awards eligible for special veteran license plates by adding four new medals: Navy Corps Medal, Marine Corps Medal, Airman's Medal, and Coast Guard Medal

Creates a new specialty license plate for current and retired United States Navy submarine service members, available for private passenger cars, trucks, motorcycles, and recreational vehicles

Retired Navy submarine service members' plates will display "RETIRED" in place of the county name

Sets the additional manufacturing fee for the Navy submarine service license plates at $25.00, with no minimum number of applicants required
