Funds appropriated by the General Assembly or federal government that are designated for a specific purpose must be maintained in separate accounts and cannot be commingled with other funds or spent on non-designated purposes at both the Department of Human Services and Department of Community Health.

Commissioners of both departments must conduct annual reviews of department practices, procedures, contracts, agreements, and accounting practices to identify cost savings and operational efficiency opportunities.

Department of Community Health commissioner must also review provider agreements and rebate programs as part of the annual efficiency review.

Annual reports on review findings must be submitted to the chairpersons of the House and Senate Appropriations Committees and the House Committee on Public and Community Health and Senate Health and Human Services Committee by December 31, 2026, and each year thereafter.

The Act becomes effective upon approval by the Governor or upon becoming law without such approval.
