Reduces the minimum millage rate required for local school systems to qualify for state equalization grants from 14 mills to 10 mills, effective July 1, 2025

Imposes a 25% reduction in equalization grant awards for school systems that decrease their millage rate below the 10-mill minimum after their grant has been calculated for the fiscal year

Requires the Department of Education to prepare an annual report on equalization grants, including initial grant amounts, midterm adjustments, and total grants received over the previous ten years for each local school system

Mandates the report identify school systems that received grants while having a millage rate below 10 mills, with submission to legislative appropriations and education committees by September 1 each year
