Reincorporates the City of Yatesville, Georgia with a new municipal charter establishing the city's governing structure, boundaries, and powers effective July 1, 2026

Creates a city council composed of a mayor and five councilmembers, all serving four-year terms, with candidates required to be city residents for 24 months prior to election

Establishes a Municipal Court with jurisdiction over charter and ordinance violations, authorized to impose fines up to $1,000 and imprisonment up to 180 days

Grants the city broad powers including taxation, eminent domain, regulation of businesses and utilities, planning and zoning, and authority to issue bonds and enter contracts

Requires annual independent audits, establishes budget procedures with a March 30 deadline for adoption, and limits franchises to 35-year maximum terms
