Establishes that three commission members constitute a quorum, the mayor has no veto power but votes equally with other members, and removal of commission members requires a vote of four members or a Superior Court order.

Requires meeting notices and approved minutes to be published on the city website in accessible formats, and mandates the city commission to appoint an ethics committee to enforce prohibitions on using public office for private gain.
