Reincorporates the City of Clayton, Georgia under a council-manager form of government, replacing the charter originally approved August 17, 1909

Establishes a city council with a mayor and councilmembers serving four-year terms, with the mayor serving as chief executive officer and the city manager serving as chief operating officer appointed by council

Grants the city broad municipal powers including taxation, eminent domain, zoning, licensing, utility services, and the authority to issue general obligation and revenue bonds

Creates a municipal court with jurisdiction over city ordinance violations and authority to establish bail, impose fines up to the maximum allowed by law, and bind over cases to superior court

Requires annual independent audits, adoption of operating and capital budgets by June 30 each year, and mandates charter review at least every ten years
