Establishes a 9-member Georgia Cannabis Commission to license and regulate cultivation facilities, manufacturing facilities, testing laboratories, and dispensaries, with priority licensing for small-scale farmers and communities disproportionately impacted by past cannabis arrests

Imposes a 15% state excise tax on retail cannabis sales, with revenue distributed: 60% to the general fund, 20% to the Department of Public Health for substance abuse programs, 10% to the Department of Revenue for administration, and 10% to a social equity fund

Expands medical cannabis access beyond low THC oil to include flowers, edibles, tinctures, and concentrates for patients with qualifying conditions who receive physician recommendations

Maintains criminal penalties for driving under the influence of cannabis and prohibits public consumption in parks, sidewalks, retail establishments, and school grounds
