Expands expert witness disclosure requirements to include complete statements of opinions, technical notes and data, peer review documents, qualifications, and lists of prior testimony in the previous four years.

Mandates automatic exclusion of expert testimony and scientific reports if the disclosing party fails to provide required materials, unless the court determines an alternative remedy is warranted.

Establishes new subpoena service procedures requiring law enforcement units and child advocacy centers to designate individuals to receive service, with provisions for electronic service methods.
