County and municipal governing authority members who fail to certify completion of mandatory training will have all salary, compensation, and expenses stopped until certification is provided

Newly elected county governing authority members must complete at least 18 hours of training on county government administration and operations by July 1 of the year following their election

Training completion must be certified to the applicable county or municipal clerk within 30 days of certification

Required training topics include local government finance and budgeting, taxation methods, planning, public works, environmental management, public safety, personnel management, ethics, and duties of office

Applies to members not serving on a governing authority as of July 1, 1990, with county training administered by "the academy" and municipal training by the Vinson Institute
