Increases monetary penalties the Commissioner of Insurance may impose for violations from $2,000 to $10,000 per violation across four areas: mental health parity requirements, general insurance code enforcement, surprise billing protections, and prepaid legal services plans.

Raises enhanced penalties for knowing or willful violations from $5,000 to $25,000 per violation for mental health parity, general enforcement, and surprise billing violations.

For prepaid legal services plan violations, the maximum fine increases from $2,000 to $10,000 per offense, with no separate enhanced penalty tier for willful violations.

Effective upon the Governor's approval or upon becoming law without such approval.
