Upgrades penalty for manufacturing, selling, or issuing unauthorized license plates or revalidation decals from a misdemeanor to a felony, and increases minimum fines for various license plate violations from $500 to $750

Requires dealer license plates issued after January 1, 2027 to be made of metal with raised text and stamped designs, and limits private use of dealer vehicles by employees to six months per vehicle with a minimum 36 hours/week work requirement

Abolishes the State Board of Registration of Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers and transfers all licensing and oversight functions to the Department of Revenue, effective July 1, 2028 contingent on appropriated funding

Creates a five-member Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers Licensing Authority Transfer Advisory Council to guide the transition, with members appointed by the commissioner and required to submit a final report within five months

Increases civil liability for odometer fraud from $1,500 to $10,000 (or three times actual damages, whichever is greater) and elevates odometer tampering from a misdemeanor to a felony
