State Board of Education must adopt grade-level content standards for digital literacy instruction covering online safety, responsible internet use, evaluating digital information (including AI-generated content), digital communication, computer skills, and data management for K-12 students.

Beginning with the 2027-2028 school year, all local school boards must provide grade-appropriate digital literacy instruction to students in kindergarten through grade 12, which may be integrated into existing coursework.

Department of Education must develop model programs addressing social media effects on mental health, disinformation, AI use, cyberbullying, predatory behavior, human trafficking, and age verification procedures.

Department of Education must publish digital literacy standards and model programs on its website, provide technical assistance to local boards, and periodically update materials to reflect emerging technologies and threats.

Annual report assessing the reach and impact of online safety education efforts must be submitted to the House Committee on Education and Senate Education and Youth Committee by December 1 each year.
