Amends Georgia Code Section 20-2-720 to correct an outdated cross-reference for the definition of "education records" from Code Section 20-2-662 to 20-2-670

Expands parental rights by adding Code Section 20-2-670 as an additional statutory basis for parents and legal custodians to inspect and review their child's education records

Prohibits local boards of education from having policies that deny or effectively prevent parents and legal custodians from accessing student education records

Defines "legal custodian" to include the Department of Juvenile Justice and the Division of Family and Children Services of the Department of Human Services

Becomes effective upon approval by the Governor or upon becoming law without such approval
