Amends Georgia Code Section 43-11-21 and 43-11-21.1 to allow the Georgia Board of Dentistry to designate qualified personnel to conduct facility evaluations, certifications, and proficiency examinations for dentists seeking conscious sedation and general anesthesia permits

Removes the requirement that facility evaluations for sedation and anesthesia permits be conducted specifically through "on-site examination," allowing the board or its designees to perform these certifications

Expands where dentists may demonstrate proficiency in sedation techniques from only "in the dentist's office" to "on a patient or patients" in any appropriate setting

Maintains existing training requirements including formal education from Commission on Dental Accreditation-accredited institutions and minimum one year of advanced anesthesiology training for general anesthesia permits

Authorizes the board to establish standards by rule or regulation for physical plant, equipment, and personnel used in administering conscious sedation and general anesthesia
