Requires the Commissioner of Transportation to be nominated by the Governor and confirmed by a majority vote of the State Transportation Board, adding gubernatorial nomination to the existing board selection process

Allows the commissioner to serve either at the pleasure of both the board and Governor, or for a specified term up to four years that cannot extend beyond the sitting Governor's term

Permits removal of a term-appointed commissioner by majority board vote for just cause, with required notice, charges, hearing, and opportunity to present evidence

Requires the commissioner to execute a $100,000 bond upon selection, paid by the department, and prohibits the commissioner from running for state or federal elective office during service and for 12 months after leaving the position
