GA HB1302

Reconstitutes the Office of Student Achievement as the Office of Education and Workforce Strategy effective July 1, 2026, with the director appointed by the Governor to coordinate all state agencies engaged in education, student achievement, talent development, and workforce preparedness

Renames the High Demand Apprenticeship Program to the "Top State for Talent Pre-Apprenticeship and Apprenticeship Program" and expands it to include pre-apprenticeships for students age 15+ enrolled in public school work-based learning programs pursuing technical college certificates

Designates the Technical College System of Georgia as the state apprenticeship agency responsible for registering, overseeing, and when necessary deregistering apprenticeship programs, effective January 1, 2027

Creates an Education Data Governance Board within the Office of Education and Workforce Strategy to coordinate cross-agency education and workforce data systems, establish data sharing standards, and support the state-wide longitudinal data system

Repeals the Alliance of Education Agency Heads and removes the sunset date on HOPE scholarship access for dual enrollment students, while requiring development of a combined Workforce Innovation and Opportunity Act Plan and Perkins State Plan
