Creates new offense of "endangering a child by possession of drugs" for knowingly possessing Schedule I controlled substances, Schedule II narcotics, or marijuana in the presence of a child under age 14

Establishes this as a separate offense that cannot be merged with the underlying drug possession charge for prosecution and sentencing purposes

Penalties for the new child endangerment offense would follow Code Section 16-12-1(d), which governs cruelty to children sentencing

Adds definition of "solid substance" to the controlled substances code section, specifying it includes tablets, pills, capsules, caplets, powder, crystal, or variants thereof (excludes liquids and gases)
