Authorizes insurers to offer premium discounts on comprehensive coverage for private passenger and commercial motor vehicles equipped with aftermarket kill switches designed to prevent unauthorized use

Defines "antitheft device" as aftermarket kill switches, explicitly excluding ignition interlock devices (used for DUI offenders)

Requires any antitheft device discounts to be approved as part of the insurer's rate filing with the Commissioner of Insurance

Grants the Commissioner authority to promulgate rules and regulations for implementing the discount program

Effective July 1, 2026, applying to all private passenger automobile insurance rate filings submitted on or after that date
