Requires all public and private elementary and secondary schools in Georgia to install at least one exterior key box meeting Underwriters Laboratories Standard 1037 to provide law enforcement emergency access to locked doors

Schools with an existing documented rapid access program for first responders are exempt from the key box installation requirement

Key boxes must be placed at locations determined by the local board of education or governing body and contain keys and access control devices for all buildings and rooms on school grounds

Local boards of education and school governing bodies must adopt policies and procedures to implement the key box requirements

Grants civil liability immunity to schools, school systems, local governments, and their employees for damages arising from key box installation and use, unless an employee acted with gross negligence or bad faith
