Creates the Georgia-Africa and Caribbean Trade Commission, a 19-member advisory body to advance trade, investment, economic development, and educational exchange between Georgia and African and Caribbean nations

Commission membership includes 3 state agency commissioners (Economic Development, Agriculture, Community Affairs), 10 legislators appointed by the Governor, Speaker, and Senate President, 1 University System representative, and 5 business/community members with African or Caribbean market experience

Requires the commission to meet at least twice annually, submit written reports to the Governor and General Assembly by February 1 each year, and make appointments within 90 days of the effective date

Establishes the Georgia-Africa and Caribbean Trade Commission Fund in the state treasury to receive legislative appropriations, grants, gifts, donations, and other public or private contributions

Commission purposes include promoting Georgia exports, attracting foreign direct investment, encouraging small business and minority-owned business participation in international trade, and identifying policy and regulatory barriers to commerce
