Expands the legal definition of "legal father" across multiple Georgia code titles to include fathers who have legitimated children through the new DHS administrative process or who have obtained a final paternity order

Requires licensed general hospitals and birthing centers to provide parents with a legitimation education video and pamphlet developed by DHS prior to discharge

Allows putative fathers to indicate on a child's birth certificate that genetic testing has been submitted to establish paternity

Grants legitimated fathers and children mutual inheritance rights as if the child were born in wedlock, while requiring fathers to seek separate judicial determinations for custody, visitation, or name changes
