Amends Georgia Code Section 9-8-13 to establish a tiered compensation structure for court-appointed receivers: 8% of the first $1,000, 4% of $1,000-$5,000, 3% of $5,000-$10,000, 2% of $10,000-$20,000, and 0.5% of amounts over $20,000

Caps total receiver compensation at 5% of total sums received, unless a court specifically orders otherwise

Limits compensation for receivers continuing an insolvent business to the lesser of typical industry compensation or the tiered commission structure

Requires attorney fees for filing petitions and bringing funds into court to be based on actual value of services rendered, calculated from assets brought into receiver's hands through counsel's efforts
