Amends the 1987 Act creating community improvement districts in unincorporated Fulton County to establish vacancy procedures for board members

Remaining board members must appoint an elector by majority vote within 60 days to fill a vacancy, but the appointee serves only until the next regularly scheduled election

Limits board-appointed members to a maximum of two serving at any time; if a third vacancy occurs while two appointees are serving, a special election must be held

Special elections must be called within 60 days of a vacancy and held within 60 days of the call, unless the vacancy occurs within 180 days of the next regular election

Notice for special elections requires publication in Fulton County's legal organ at 45, 31, 17, and 10 days prior, plus direct mail to electors at least 31 days before the election
