Prohibits nonresident aliens from foreign adversary nations from acquiring possessory interests in land within a five-mile radius of critical infrastructure facilities, expanding existing restrictions on agricultural land and land near military installations

Defines critical infrastructure to include energy systems (electric power generation, transmission, distribution), water and wastewater systems, transportation systems, communication systems, chemical facilities, and electric membership corporation facilities

Requires prior approval from the Georgia Attorney General for any proposed acquisition or lease by nonresident aliens of restricted land, including detailed disclosure of ownership structure and any indirect ownership by foreign adversary entities

Establishes civil penalties of up to $100,000 per violation plus forfeiture of the possessory interest, with intentional violations subject to additional criminal penalties

Applies to all acquisitions and leases entered into on or after July 1, 2026, including pending transactions not finalized before that date
