Removes video poker, blackjack, other card games, and keno machines from the definition of "gambling device" under Georgia law, effectively legalizing these coin-operated machines for amusement purposes

Amends Code Section 16-12-20 to strike subparagraph (D), which currently prohibits video game machines operated for consideration that simulate poker, blackjack, card games, or keno

Expands existing exceptions for coin-operated amusement machines to include card game and keno machines, allowing them to offer free replays or merchandise prizes (up to $5.00 wholesale value per play)

Maintains prohibitions on slot machines and matchup/lineup game machines where winning combinations align without player assistance

Exemptions still do not apply to any device classified by the federal government as requiring a federal gaming tax stamp under the Internal Revenue Code
