Special district mass transportation sales and use tax (Transit SPLOST) funds are prohibited from being used to provide free or reduced fares for public transit services

Transit SPLOST revenue may still be used for roads, bridges, public transit infrastructure, rails, airports, buses, seaports, and related capital projects

Counties in nonattainment areas must wait 8 years after a failed Transit SPLOST referendum before resubmitting the question to voters, replacing the previous allowance to resubmit "from time to time"

Amends Chapter 8 of Title 48 of the Official Code of Georgia Annotated relating to sales and use taxes
