GA HB1378

Amends the Georgia Promise Scholarship Act (Code Section 20-2B-22) to change how student eligibility is determined for promise scholarship accounts

Removes the requirement that students must "reside in the attendance zone of" an eligible public school

Replaces residency language with enrollment-based criteria: students must be "enrolled or eligible to be enrolled in" a public school on the designated list based on their primary residence

Adds explicit eligibility for students who qualify to enroll in a qualified kindergarten program at such schools
