Requires integrated resource plans filed after July 1, 2026, to include a grid modernization assessment identifying all transmission corridors experiencing or forecast to experience congestion within the next ten years

Mandates utilities to file technical and economic comparisons demonstrating that grid-enhancing technologies (GETs) or advanced reconductoring were evaluated as alternatives before proposing new transmission line construction

Prohibits the Public Service Commission from issuing certificates for new high voltage transmission lines unless applicants prove the capacity need cannot be met through GETs or advanced reconductoring on existing rights of way

Guarantees full cost recovery through base rates for capital expenditures on grid-enhancing technologies and advanced reconductoring that receive certification

Authorizes utilities to retain 25% of verified annual congestion cost savings from GETs deployment, with 75% passed through to ratepayers as direct credits on fuel cost adjustments
