Amends Georgia Code Section 8-2-26 to require traffic impact analyses for building permits to be completed no more than 36 months before a project's substantial completion

Defines "substantial completion" as the date when construction is sufficiently completed for the owner to occupy the project for its intended use

Requires developers to complete a new traffic impact analysis if a project is not substantially completed within 36 months of the original analysis

Effective date of January 1, 2027 for all counties and municipalities that require traffic impact analyses for permit issuance
