Caps municipal budget revenue from court fines and civil/criminal forfeiture actions on a phased schedule: 30% maximum starting January 1, 2027; 25% in 2028; 20% in 2029; and 15% in 2030 and beyond

Any fine or forfeiture revenue exceeding the applicable cap escheats to the state of Georgia at the end of the municipality's fiscal year

Municipalities must transmit escheated funds to the Office of the State Treasurer within 30 days of fiscal year end for deposit into the state general fund

Supersedes municipal home rule powers that would otherwise conflict with these revenue restrictions

Amends Title 36, Chapter 81 of the Official Code of Georgia Annotated relating to local government budgets and audits
